The Interim Director of Presidential Business Operations is a member of the President’s Office leadership team and provides direction and oversight of various complex administrative operations in service of the goals of the Office of the President and supporting the Division of the President.
The Interim Director of Presidential Business Operations will support the Deputy Chief of Staff/Chief of Staff and appropriate administrators in preparing for and implementing all aspects of the budget development and human resource and management processes. The incumbent will also analyze and assess the Office of the President’s administrative functions and responsibilities, and provide recommendations to ensure quality, inclusive customer service; responsiveness to internal and external constituents; and collaboration with the division and all other campus departments.
The responsibilities assigned to this position require considerable initiative, independent judgment, diplomacy, discretion, confidentiality, professionalism, and the ability to interpret and communicate complex policies and procedures.
Required Qualifications
Education/Experience
1. Possession of an earned bachelor's degree from an accredited four-year college or university.
2. Experience in budget development and financial management involving multiple funding sources.
Knowledge/Skills/Abilities
3. Demonstrated knowledge of the techniques, methods, and procedures used in the preparation, analysis, and administration of a multi-million-dollar budget in a fund accounting system, and of the role of a budget plan and the importance of working within an organizational structure.
4. Demonstrated significant technical and administrative experience involving budgetary planning and development, financial analysis, and administration of a large organization.
5. Ability to analyze, evaluate, and communicate complex, sensitive financial data.
6. Demonstrated knowledge in interpreting complex personnel-related policies and procedures.
7. Ability to handle sensitive personnel issues with confidentiality.
8. Ability to analyze and address personnel problems using reasoning, interpretation, and application of theories and principles to develop and recommend alternatives and courses of action, and to apply judgment and discretion reflective of thorough knowledge of policies and procedures.
9. Demonstrated ability to exercise independent judgment to resolve unexpected or unprecedented situations.
10. Demonstrated ability to provide leadership and work collaboratively to meet the mission/goals of the University.
11. Proficient in the use of: Microsoft Office Suite (Excel, Word, Outlook), Visio, internet browsers, standard office equipment, and machines
12. Excellent interpersonal and communication skills, including the ability to work collaboratively to build consensus, to achieve goals and objectives, and to resolve difficult situations.
13. Ability to work collaboratively as a member of a leadership team and to establish and maintain effective communication and working relationships with university and division constituencies.
14. Possession of an earned master's degree in public or business administration or a related field.
15. Experience in higher education budget development, implementation, and oversight.
16. Experience managing in a unionized environment, subject to collective bargaining agreements.
17. Experience using Oracle PeopleSoft, CSU Common Management Systems (CMS), CSU Common Financials System (CFS), or CFS Data Warehouse
18. In-depth expertise and knowledge of university fiscal policy, processes, procedures, and regulations within the CSU system.
19. In-depth knowledge of CSU personnel practices and policies, including bargaining agreements and payroll processes.
