Job Summary:

Under the general direction of the Chief Information Officer, this position serves as the Assistant to the CIO and will provide high-level administrative support to the Office of CIO. The incumbent will assess, formulate, evaluate and recommend or implement policies from a strategic and operational perspective. Planning and development of activities and, as required, independent determination of methods to meet programmatic or administrative goals. The incumbent will be the main point of contact for all internal and external stakeholders. This position will perform duties including, but not limited to, research and advise management on policy and procedures related to personnel and budget. The incumbent will administer the Vital and Expand Technology Initiative (VETI) Program and monitor the progress of the ITS Strategic Plan.

Responsibilities:

Overall ITS Operation

Under general direction,
● Program and policy research, analysis, development, reporting, and evaluation; determining methods, policies, and procedures to advise the CIO on policy-related matters and achieve programmatic goals.
● Independent determination of approaches to projects and priorities. Results are reviewed against overall goals and objectives, with full accountability.
● Influence divisional objectives and long-term goals for ITS programs with broad visibility and impact across the campus and CSU system.
● Facilitates leadership alignment by preparing agendas, tracking strategic priorities, and ensuring accountability across the ITS leadership team. Maintains current records of all reports and assignments; serves as an active member of the ITS leadership team.
● Conceive and develop procedures, workflows, and policies related to ITS procurement and personnel requests, ensuring alignment with FTO and other campus units.
● Support the ITS leadership team as a trusted advisor to resolve unusual, sensitive, or critical situations; anticipate challenges and propose strategic solutions.
● Coordinate ITS projects and events, including progress of the ITS Strategic Plan.
● Partner with ITS departments and MPPs to ensure projects remain on schedule and aligned with divisional goals.
● Assist in designing and implementing ITS senior leadership and divisional retreats.
● Provides guidance and onboarding for new administrative staff, elevating operational excellence across the division.

Program Administration

Under general direction,
● Serve as the primary contact for the Vital and Expanded Technologies Initiative (VETI) program, providing lead administration of the Vital and Expanded Technologies Initiative (VETI), ensuring resources are strategically allocated to advance innovation, student success, and organizational impact. Provide fiscal and program guidance, deliver analytical insights, and drive continuous process improvements.
● Collect, analyze, and synthesize complex data into actionable insights for the CIO related to VETI projects.
● Coordinate the allocation and appropriate utilization of Student Success Initiative (SSI) funds in support of VETI projects, ensuring compliance with campus and CSU policies.
● Provide subject-matter expertise in the development of procedures, workflows, and business processes; recommend and implement improvements to streamline grant proposal, evaluation, and award processes.
● Conduct research and in-depth analysis of complex budgetary and financial matters; prepare findings and strategic recommendations to advise the CIO on fiscal planning and decision-making.

Administrative Support

● Prioritize and coordinate the CIO’s time and commitments, ensuring alignment with strategic objectives and organizational priorities
● Create and refine executive-level communications, briefings, and reports that influence decision-making across the division and campus. Serve as content editor for the ITS website; ensure accuracy of organizational charts, listservs, and divisional information.
● Provide lead work direction for Office of the CIO operations, ensuring fiscal and administrative processes support strategic goals efficiently and in compliance with policy for the CIO, including travel claims, hospitality invoices, petty cash, supply orders, and guest passes.
● Record and reconcile staff leave and absence management to ensure compliance and accuracy.
● Represent the CIO at campus committees and university meetings as assigned, providing input and ensuring divisional priorities are addressed.

Financial and Position Management

● Coordinate personnel processes, including staff hiring requests, MPP recruitment, committee scheduling, and submission of materials for Cabinet or VP approval.
● Analyze and prepare recommendations regarding personnel actions, including reclassifications, stipends, IRPs, and other HR transactions.
● Serve as liaison with HR for ITS, ensuring accurate position descriptions, requisitions, and recruitment processes.
● Collaborate with ITS and FTO budget analysts to review balances, prepare quarterly reports, and resolve billing or expense discrepancies.
● Generate monthly projections and analytical reports for personnel, student assistants, and travel; develop data-driven recommendations for fiscal planning.

Perform other classification-related responsibilities as assigned.

Minimum Qualifications: 

Bachelor's degree and/or the equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs, plus four years of related experience.

Required Qualifications

Under general direction, performance of administrative and/or program leadership in a large and/or complex organizational unit with broad impact. Required to assess, formulate, and evaluate the impact of recommended or implemented policies from a strategic and operational perspective. Work requires regular participation in planning and development activities and, as required, independent determination of methods to meet programmatic or administrative goals.
♦ Influence over key objectives and longer term goals of an organizational unit and/or program with high visibility or broad impact within and outside the organization.
♦ Independent determination of approaches to project and priorities. Work is reviewed against overall goals and objectives, with full accountability for results.
♦ Use of appreciable judgment in the development of policies and procedures related to issues frequently not covered by existing policies and procedures. Precedents and policies to guide development activities may be available for reference.
♦ Use of appreciable ingenuity and innovation to conceive of new approaches and solutions to address complex problems and issues.
♦ Serve as the prime contact for the program, specialty, and/or organizational unit. May manage relationships with outside entities or agencies and manage sensitive information and situations.
♦ May oversee day-to-day program or organizational unit operations and provide lead work direction to other professional or administrative staff, with accountability for results.

● Excellent interpersonal skills and the ability to utilize discretion and keep information confidential.
● Ability to provide lead direction; establish and maintain effective working relationships and serve as a liaison for ITS; effectively oversee a broad range of interpersonal contacts.
● Ability to manage a high volume of transactions accurately and systematically with administrative detail.
● Ability to apply provisions of the collective bargaining agreement to work tasks.
● Ability to meet deadlines.
● Ability to work collaboratively in a team environment.
● Ability to exercise independent judgment in responding to questions and inquiries related to various funding sources, utilizing sound judgment which can deviate from established policies.
● Ability to take initiative and independently plan, organize, coordinate, and perform work in various situations and competing demands.
● Basic knowledge of budget policies and procedures.
● Ability to analyze data and make accurate projections using business mathematics and basic statistical techniques.
● Ability to organize and plan work and projects, including handling multiple priorities.
● Ability to interpret, organize, and present information with relevant concepts in written or presentation form; draft and compose correspondence and standard reports.
● Must be customer-service focused and able to interact effectively and professionally with all levels of employees and managers in a team-based environment.
● Fluency in standard office software such as Microsoft Office suite and ability to use a broader range of technology, systems, and databases.
● Eight years of related experience.
● Working knowledge of CSU and CSUSB policies and procedures.
● Master of Business Administration or Public Administration.
● Experience working in higher education, specifically within information technology.
● Ability to analyze a variety of issues, research policies and historical data, and draft written documents.
● Ability to interact and communicate effectively with students, faculty administrators.
● Experience in utilizing resources, assets, databases, and software systems such as PeopleSoft, and Cherwell.

Compensation and Benefits:

Anticipated Hiring Step: Step 1 $5, 797 per month

Classification Salary Step Range: Step 1 $5, 797 per month - Step 20 $10, 014 per month

The salary offered will take into account internal equity and experience among other factors.

The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 15 paid holidays a year. Work status: Full-time/Exempt/Probationary

Academic year schedule: Monday through Friday (8:00 am – 5:00 pm), some evenings/weekends.

Summer schedule: Monday through Thursday (7:00 am - 5:30 pm), some evenings/weekends.
