Position Summary

The Buyer Trainee works under close supervision of the Procurement & Contract Services Manager, Procurement Lead, and with additional direction from Buyers and Contract Specialists, the incumbent performs routine purchasing, expediting and support duties while learning CSU procurement policies, methods and procedures. The incumbent is in a training capacity where they will gain knowledge and become diversified in the role.

FLSA: Non-Exempt (Eligible for overtime compensation)

Anticipated Hiring Range: $3,003 per month - $3,800 per month.

Department Information 

The University's Procurement & Contract Services Office provides the campus community cost-efficient and effective services for all acquisitions and contracting needs. To accomplish this, procedures have been established that provide departments with a smooth flow of incoming requisitions through the procurement cycle and delivery of supplies or services to the campus.

Minimum Qualifications 

Knowledge and Abilities:
Knowledge of general office procedures, methods, and practices. During training, the following knowledges and abilities must be acquired: basic methods and procedures of purchasing; process of competitive bidding as required by the California State Statutes and Codes; writing of routine, non-specialized specifications; purchasing of standard items; recording and documenting purchasing activities; ability to communicate these knowledge and abilities clearly in English in writing and speaking.
Equivalent to two years of general work experience in accounts payable, ordering, shipping and receiving, or financial record keeping or purchasing.
High school diploma or equivalent and 1-2 years of experience assisting in purchasing tasks such as preparing requisitions and/or purchase orders, ordering materials/supplies, maintaining and monitoring supply inventories, preparing billing information; or
A combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the position.

Required Qualifications 

1. General knowledge of methods and procedures used in the preparation and presentation of written and oral reports, such as those relating to bids and contracts.
2. Experience responding to customer feedback as it relates to service and providing appropriate solutions in a timely manner.
Knowledge, Skills, and Abilities:
3. Ability to assist in basic negotiation principles and their appropriate use in a procurement environment.
4. Ability to define problems, collect data, establish facts, and draw valid conclusion.
5. Ability to read and understand procurement-related documents such as price lists, catalogs, requisitions, vendor quotes and invoices
6. Ability to communicate effectively and establish/maintain effective working relationships with the campus community, suppliers and visitors.
7. Ability to learn and understand the principles, methods and procedures used in the purchase of services and commodities.
8. Ability to follow departmental policy rules and regulations governing purchasing activities.
9. Ability to understand budgetary accounts and controls to ensure purchases are properly charged and do not exceed authorized funds.
10. Ability to add, subtract, multiply and divide, use common units of measure and make calculations such as interest, discount, shipping charges, etc.

Condition of Employment:

Ability to successfully complete a background check.

Preferred Qualifications 

12. Certification from an accredited procurement program (CPM,CPPB,etc.)
13. Knowledge of buying and cost/value analysis.
14. Experience working in a public procurement environment
