Position Summary

Under the general supervision of the Project Manager, the Project Analyst coordinates the design and construction of projects managed by the Planning, Design & Construction Services Unit. The incumbent is responsible for evaluating project feasibility, performing project preparation activities, providing project oversight, safekeeping of historical project information, and representing the department and/or acting as a liaison with project stakeholders. The Project Analyst uses independent judgement in developing appropriate scope and determining priorities to effectively manage design and construction projects of various sizes.

FLSA: Exempt (Not eligible for overtime compensation)

Anticipated Hiring Range: $5,537 - $9,537.00 per month; commensurate with the candidate's education, experience, skills, and training.

Pay Plan:  12 months 

Work Hours: Monday - Friday, 8:00am - 5:00pm; Summer work hours 7:30am - 4:00pm. May be eligible for a partial telework schedule, upon management approval, following a training period.

Department Information 

Our responsibilities include master planning, capital planning, design & capital project management for the University.

The Director of PDCS also functions as the Deputy Building Official assigned to the campus by the Chancellor's office in enforcing CSU permitting procedures, reviews and approvals.

Minimum Qualifications 

Entry to this classification requires general knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods. This foundation would normally be obtained through a bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.

Required Qualifications 

  1. Bachelor degree in Engineering, Architecture, Construction Management, Business Administration, Facility Management or related field; and/or equivalent training and administrative work experience in a related field.
  2. Proficiency using standard office software programs such as Microsoft Word, Excel, PowerPoint, Access, and Project.
  3. Proficiency using Computer Aided Drafting programs such as AutoCAD, Revit or Geographic Information Systems (GIS) based applications.
  4. Proficiency in PDF editing programs such Adobe Acrobat or Bluebeam.
  5. Proficiency in software to support cost estimating and project scheduling.
  6. Experience interpreting policies and procedures relating to building codes and regulations.
  7. Comprehensive knowledge of the drafting methods, materials, techniques, instruments and symbols used in architectural, mechanical, civil and electrical drawings; ability to legibly and accurately draft detailed architectural renderings, drawings and design.
  8. Knowledge of materials, methods and tools involved in the construction or repair of buildings and structures.
  9. Ability to work effectively in a fast-paced environment and work well under pressure.
  10. Ability to independently organize and plan work tasks and projects, including effective management of multiple priorities.
  11. Experience managing and maintaining design and construction budgets.
  12. Experience in assessing, analyzing and making appropriate recommendations to stakeholders, campus leadership and project partners (i.e. project feasibility, cost effectiveness, resource needs, etc.).
  13. Excellent written and verbal communication.
  14. Excellent interpersonal skills to establish and maintain effective working relationships with internal and external constituents.
  15. Ability to conduct tests and review products, services, or installation to evaluate quality of performance in conjunction with contract specifications.
  16. Commitment to maintaining a welcoming and inclusive work environment with diverse colleagues and constituents including faculty, students, staff, and members of the community.

Preferred Qualifications 

  17. Experience working at an institution of higher education.

  18. Experience interpreting CSU, State and Federal policies and procedures relating to design and construction.

  19. Knowledge to issue violation notices and stop-work orders, including experience with conferring with owners, violators, and  authorities to explain regulations and recommend corrective actions.

  20. Ability to work effectively in a fast-paced environment, be decisive and work well under pressure, particularly when faced with unexpected conditions or delays.

  21. Knowledge of administrative procedures and systems, including experience with word processing, managing files and records, designing forms, and other procedures and terminology.
