Under the general guidance of the Chief Procurement Officer/Senior Director, the Procurement & Contract Services
(P&CS) Manager performs a variety of duties and oversees the day-to-day procurement and contracting operations for
the campus to ensure full compliance with Federal and State laws and regulations; and established California State
University (CSU) policies, requirements, procedures, and guidelines. The P&CS Manager is responsible for supervising
the department staff whose responsibilities include, but are not limited to, the strategic sourcing of goods and services
for the university; competitive bidding; public works; procurement card administration; supplier management; records
management; monthly and annual fiscal year end close activities; implementing and maintaining eProcurement related
systems and processes; and various reporting to both internal and external entities. Other responsibilities include but are not limited to, providing communication, coordination and training on procurement and contract services related policies and procedures for internal and external clients; recommending and implementing policies, procedures and best practices for continuous improvement.
17. Bachelor’s or master's degree in supply chain, business administration, public administration or closely related field.
18. Prior work experience in higher education, most preferably the CSU system.
19. Experience utilizing the CSU Central Common Financial System (CFS), PeopleSoft, Jaggaer, FI$Cal, Planet Bids, California Department of Industrial Relations (DIR) or other similar systems for procurement and public works related activities.
20. Experience managing staff in a hybrid, unionized environment.
21. Certification from a recognized professional procurement, supply chain, or contract management organization such as ISM, UPPCC, ASCM (formerly APICS), NCMA, NIGP and/or demonstrated continuing professional development.
