The Associate Vice President (AVP) provides leadership and oversight of the Budget Planning and Administration office and staff, supports the President and campus in the development and implementation of the University budget, and works closely with the CSU Chancellor’s Office on campus budgetary matters. The AVP, under the direction of the Vice President for Administration/CFO, has responsibility for assisting and advising family units within the Administration and Business Affairs Division (ABA). The AVP manages fiscal directives to enable ABA to achieve its strategic goals and initiatives in compliance with legal and regulatory requirements. This position will be a highly visible position within the university and will serve as an advisor and assistant to the Vice President for Administration/CFO regarding the general leadership of the division and may complete special projects on behalf of the Vice President. The position will also serve as the key budget resource to the University Budget Advisory Committee which makes recommendations to the President on campus budgetary matters. The incumbent confers with the Vice President for Administration/CFO, and President for matters pertaining to strategic planning and resources development and allocation.
FLSA: Exempt (not eligible for overtime compensation under FLSA). This position is benefits-eligible.
CSU Classification Salary Range: $6,250-$18,750 per month
Anticipated Hiring Range: Dependent on qualifications, monthly salary not anticipated to exceed $14,583.
The salary is competitive and negotiable depending on the strength of qualifications. This is a California State University Management Personnel Plan (MPP) position with an attractive package, which includes but is not limited to: a vacation accrual rate of 16 hours per month; 14 paid holidays; excellent choice of medical, dental, and vision insurance, long-term disability coverage, life insurance; and retirement benefits.

Budget Planning & Administration (BPA) provides comprehensive budget planning & administrative services including the development & facilitation of the campus’ General Operating Fund budget through collaboration with the University Budget Advisory Committee (UBAC). BPA also provides transparency of financial information through the production of the President’s Annual Report for Budget, Expenditures, and Financial Information. Responsibilities also include ensuring the compliance of campus funds, developing financial pro formas for non-state capital projects, processing campus fees (Category IV & V) for presidential review, providing information & guidance on various university funds, processing monthly labor cost distribution, managing & creating positions for university employees, & processing budget allocations & transfers.
1. Bachelor's Degree from an accredited university and/or college
2. Eight years of progressively responsible experience in a senior level financial and management position
3. Experience as a supervisor or manager in a large and complex organization
4. Experience in building and advocating for efficient business processes and systems
5. High level, complex budget management experience (e.g. budget reporting, planning, development)
6. Knowledge of state/federal business and financial regulations
7. Ability to interact effectively with diverse audiences
8. Ability to navigate, evaluate, and implement financial and data warehouse systems
9. Ability to adapt easily to fast-paced, demanding environment on a growing campus with evolving needs and limited resources.
10. Leadership skills, including conflict resolution skills.
11. Possess well-developed analytical, reasoning, and problem-solving skills.
12. Exceptional communication skills.
13. Exceptional interpersonal skills, including cross-departmental collaboration, to engage and influence stakeholders at all levels of an organization.
14. Knowledge of process improvement and ability to streamline operations, promote cultural change, and build teams through redesign of business practices.
15. Skills to assess the performance and progress of teams and organizations.
16. Master's or Doctoral Degree from an accredited university and/or college
17. Ten years of progressive experience in a senior level financial and management position
18. Experience in a large, complex higher education institution within a centralized system.
19. Experience within the California State University system and familiarity with CSU system reporting requirements.
20. Understanding of information system technology as it applies to fiscal oversight and administration.
21. Experience with position-based budgeting and position management/control, including positions funded by monies other than a general fund.
