Position Summary

FLSA: Exempt (not eligible for overtime compensation under FLSA). Position is benefits-eligible

CSU Classification Salary Range: $3,897 - $7,051 per month 

Hiring Range: Anticipated hiring range is near or at the minimum of the classification range

Recruitment TypeTemporary and renewable. Reappointment is contingent on funding, work performance, and recommendation of supervisor. May become permanent under the terms of the MOU.

Pay Plan 12 month

Work Hours: Monday through Friday; 8am - 5pm. Hours may vary depending on department need.

Department Information 

Under the general supervision of the Director, the Transportation Program Analyst will use quantitative and qualitative methods to analyze the effectiveness of the university transportation program. The incumbent will assist the Director with developing and implementing benchmarking metrics and reporting methodology to evaluate the cost-effectiveness and efficiency of investments in alternative transportation. Under general direction, the Transportation Program Analyst will make data-driven decisions to inform the growth and development of the university transportation program and ensure that programmatic goals are met in a manner that supports CSU sustainability goals.

Incumbent will work closely with other campus departments, student organizations, community partners, and consultants to develop and host outreach and educational events to increase participation in new and existing campus sustainable transportation programs. Incumbent will develop effective marketing strategies to ensure that all transportation programs and related information are promoted.

Under general direction of the Director, the incumbent will collaborate with other campus departments, university academics, and external consultants to research and develop innovative transportation solutions; develop and implement pilot programs; and seek out grants related to alternative transportation programs and sustainable transportation.

The incumbent will play an active role in campus alternate transportation discussions and issues as well as local and regional transit issues. The incumbent will represent the university in discussions and on committees with other CSU, local and external agencies and will maintain collaborative relationships with campus partners, external agencies and officials as needed.

Minimum Qualifications 

Entry to this classification requires general knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods. This foundation would normally be obtained through a bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.

Required Qualifications 

General Knowledge/Skills/Abilities: 

  1. Knowledge of and ability to apply experience to complex programs and/or administrative specialties, including pertinent laws and regulations.
  2. Experience in administrative survey techniques, operations and systems analysis, statistical and research methods.  
  3. Ability to maintain a department level website and related social media services such as Facebook and Twitter.
  4. Ability to establish and maintain good working relationships with internal and external stakeholders, local and regional agencies, and lead community engagement and outreach efforts.
  5. Experience in drafting policy updates and compliance and implementation guidelines, writing reports and giving presentations.

Skills:

  1. Knowledge of the principles, problems, and methods of public and business administration and operational and fiscal management.
  2. Ability to interpret and evaluate results to develop sound conclusions and recommend new or revised policies.
  3. Demonstrated consultative skills in working with internal and external constituent groups.
  4. Skill in the research, development and evaluation of policies and programs, including skill in the collection, evaluation, and interpretation of data to develop sound conclusions and make appropriate recommendations.

Ability to: 

  1. Take initiative and work independently to determine effective approaches to projects and priorities.
  2. Organize, coordinate, and perform work in various situations where numerous and diverse demands are involved.
  3. Understand problems from a broad, interactive perspective and discern applicable underlying principles to conceive.
  4. Develop strategic solutions; work with representatives from public and private entities and handle potentially sensitive situations.
  5. Effectively present ideas and concepts in written or presentation format and use consultative and facilitation skills to gain consensus.
  6. Apply experience to the complexity of maintaining effective university-community partnerships in both face-to-face and online contexts.

Other Requirements:

  • Possession of a valid Driver’s license and maintenance of a good driving record.

Preferred Qualifications

16. Twelve (12) months of program development, evaluation, marketing and administration in sustainable transportation and planning preferred. 

17. Experience working in an institute of higher education

18. Knowledge of T2 Systems (Parking management system) and the Sac State Visitor Parking Database

19. Experience working directly with customers in a busy, diverse and visible environment

20. Working Knowledge of Sac State policies and procedures.
