Position Summary

At the general direction of the Director, Operational Effectiveness & Efficiency, the Facilities Operations Analyst oversees daily college-wide facilities operations and planning for CCE’s diverse program and operational areas, including Academic & Professional Programs; Conference, Trainings and Organizational Development; Digital Learning & Technology Solutions, Enrollment & Marketing, Fiscal Operations, Evaluation & Effectiveness and the Dean’s Office. 

The incumbent provides strategic and operational planning for all areas of oversight and leadership of the Facilities & Logistics unit, supporting 5 locations (Napa Hall; Modoc Hall; Lower Library on campus; McClellan Pre-Hospital site; and CCE’s Sac State Downtown space) all housing staff and classroom spaces. Napa Hall operates Monday-Friday from 7am-10pm and Saturdays from 7am-6pm (with Sundays as needed). Other sites generally operate within normal business hours Monday-Friday.

The incumbent provides team leadership, daily guidance, and input on employee hiring and operational performance for a team of 12-15 staff, including work leads in Facilities, Shipping & Receiving, Building and Event Services, Space Scheduling, and Event Services Scheduling. Because of the self-support nature of CCE, a well-trained and thoroughly efficient staff is vital to the success of the organization. The incumbent also plans and analyzes the college’s health/safety and emergency preparedness, training, and compliance efforts. Internal and external stakeholder needs are expansive and ever-changing, requiring solid leadership, innovation, communication and collaboration.

Essential functions of the position include: facilities & logistics team leadership; strategic and operational planning; communication and collaboration; health, safety and emergency preparedness planning; budgeting and project management.

FLSA: Exempt

CSU Classification Salary Range: $4,693 - $8,389 per month 

Hiring Range: $4,693-$6,541 per month, commensurate with candidate's education, experience, skills and training

Salary Grade/Range:  Exempt II - Grade 3

Work Hours: Monday – Friday, 8 a.m. – 5 p.m.; work hours may vary dependent on department operations

The College of Continuing Education (CCE) extends the mission of the university by increasing access for non-traditional learners. With a primary expertise on serving adult learners, CCE provides programs and services to individuals and employers year-round, unbound by traditional semester schedules and formats. CCE serves a hybrid student body that extends beyond California, serving over 80,000 learners annually through in-person, hybrid and fully online workshops, courses, conferences, certificate and degree programs.

Minimum Qualifications 

Entry to this classification requires general knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods. This foundation would normally be obtained through a bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.

Required Qualifications 

Experience:

  1. Experience as a team leader/supervisor.
  2. Experience with strategic and operational analysis and planning.
  3. Experience with budget analysis and development.
  4. Experience with large-scale project management.

Knowledge, Skills, and Abilities:

  1. Skill in using ingenuity and initiative in formulating approaches to planning and organizing the work of a large unit, where numerous complexes, demands are involved.
  2. Expertise in survey techniques, operational analysis, and research methods with the ability to interpret and evaluate results to develop sound conclusions and recommend new or revised policies and procedures.
  3. Excellent oral and written skills to effectively present ideas and concepts.
  4. Demonstrated consultative and facilitation skills, with expertise in handling sensitive situations.
  5. Ability to work collaboratively in building relationships and fostering teamwork.
  6. Intermediate to advanced office and computing skills in word processing, email, computerized calendaring systems, databases, and spreadsheets. 

Abilities:

  1. Ability to travel to on- and off-campus sites as needed.
  2. Availability to be contacted and/or work before/after hours and on weekends, as needed, to resolve facilities problems, observe work flow, and facilitate/attend meetings and trainings

Preferred Qualifications 

Experience:

  1. Experience managing full-scale facilities needs and services in an educational or similar setting.

Knowledge, Skills, and Abilities:

  1. Knowledge of facilities, risk management, health and safety, and emergency preparedness planning protocols, policies, regulations, and requirements. 
  2. Knowledge of fleet management (vehicle and driver safety, maintenance, and training).

Required Licenses/Certifications 

  1. Possess valid driver's license and maintenance of good driving record for frequent driving, per the essential functions of the position.
