Position Summary

Under general direction of the Senior Director of Procurement and Contract Services, the Manager will manage, lead, and set the direction for property management, central receiving and surplus property department. The position will manage and ensure continual accountability and control of university property in accordance with applicable CSU and government regulations and policies. The Manager will establish and maintain control of property and records through document collection and verification, physical inventories, analyze and assess property records and lifecycle outcomes, manage disposition cases, prepare for audits through record retrieval and reporting. In addition, the incumbent will be the primary point of contact for all property matters with auditors and outside requests for information. This position is responsible for managing surplus property, which includes the online auction program.  Surplus property serves as control for the disposal of excess university property, and provides policy, guidance and direction to departments in accounting for, and disposing of unwanted property.  This position manages that process, to include the coordination and oversight of online auctions run by a third party vendor on behalf of the university.

CSU Classification Salary Range: $3,750 - $10,417 per month 

Hiring Range: $3,750 - $10,417 per month

Required Qualifications

Knowledge

  1. Bachelor’s degree in business, management or related field or Certified Professional Property Manager (CPPM) or any equivalent combination of experience and/or education from which comparable knowledge, skills, and abilities have been achieved.
  2. Knowledge and experience with computers, software such as excel, warehouse receiving software, inventory management software, word, outlook, etc.

Skills

  1. Skill and ability to support the long-term planning process and develop strategic operating initiatives that drive continuous improvement and support organizational objectives for the department.
  2. Skill with managing a multitude of information and complex circumstances to discern what is most important
  3. Excellent interpersonal skill with the ability to work collaboratively and foster a positive working relationship with team members and peers.

Abilities

  1. Ability to effectively motivate team members and foster a diverse and collaborative team environment; leverages team members’ strengths for overall team effectiveness; incorporated insights to improve team operations.
  2. Ability to establish processes and procedure in the proper operation and management of the dept.

Experience

  1. Experience effectively delegating and managing the work of others while leading a department in the management of its existing and incoming materials, assets and supplies, as well as disposal of property.
  2. Experience developing and managing department budgets.
  3. Experience forecasting expenditures and potential revenue for upcoming fiscal years.
  4. Experience with inventory audits and proper disposal, return and/or reallocation of property.

CONDITIONS OF EMPLOYMENT

Ability to pass background check

Preferred Qualifications

12. Three (3) years of supervisory experience in property and asset management

13. Efficient with the CSU Central Common Financial System (CFS)

14. Directly related experience with asset/property management with a University or other public institution.

15. CPPA or CPPM certification.

 

Required Licenses/Certifications 

Valid Driver's License and maintenance of safe driving record required.
