Position Summary

Under the general supervision of the Director of Administration, with lead direction from the Business Services Analyst, the HR & Administrative Analyst provides specialized administrative, consultative and analytical support to the management team of the Facilities Management Department. The incumbent advises management on procedures processes and status for recruitments, payroll and benefits, absence management and student assistant hiring. Incumbent maintains organizational chart, manages event coordination, analyzes and compiles the quarterly report, mileage or training reimbursements and CONCUR travel system. The incumbent provides any needed analytical, administrative and hospitality support to the Facilities Management department consisting of 200+ staff in different functional areas, including Associate Vice President (AVP), Directors of: Facilities Planning, Design and Construction, Facilities Operations, Facilities Plant Operations and Sustainability and Managers and staff.  This position is the Master Timekeeper, acts as a backup to other department Analysts ensuring compliance with appropriate policies and procedures in human resources, procurement, and invoice processing and is the primary liaison with the department of Workers’ Compensation and the Division of Human Resources.

CSU Classification Salary Range: $3,897  - $7,051 per month 

Hiring Range: $3,897 to $4,584 per month

Minimum Qualifications 

Entry to this classification requires general knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices and methods.  This foundation would normally be obtained through a bachelor’s degree and/or equivalent training and administrative work experience involving study, analysis and/or evaluation leading to the development or improvement of administrative policies, procedures, practices or programs.

Required Qualifications 


  1. Equivalent to a bachelor’s degree OR a combination of education and experience which addresses the required knowledge and abilities.
  2. Experience using a range of organizational and time management skills to coordinate and prioritize a diverse, complex workload and to meet competing deadlines in a fast-paced environment with high attention to detail.
  3. Experience performing a variety of Human Resource, administrative and analytical duties in support of a high-level management office.
  4. Experience ensuring compliance with department, University and state operations and procedures.
  5. Experience providing customer service using effective communication skills, both written and verbal.


  1. Ability to take initiative and independently plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved. 
  2. Proficiency with complex enterprise systems and software, such as CSU financial system(s), CHRS/Page Up, Peoplesoft or PeopleAdmin; experience and proficiency in the use of common office equipment (e.g., copier, Scanner and printers); proficiency in a Windows Operating System environment with working knowledge of common office programs (e.g. Word, Excel, PowerPoint, Outlook calendar and e-mail, Adobe Sign).
  3. Knowledge of organizational structures and systems, and ability to understand, communicate and explain the application of complex policies and procedures related to human resources, compliance, accounting and administrative processes within these structures and systems.
  4. Excellent interpersonal skills to establish and maintain cooperative, tactful, effective and harmonious working relationships with co-workers, supervisors, University employees, and the public.
  5. Experience in scheduling and prioritizing of calendars, planning and coordinating meetings or events, appointments, travel itineraries and facilities.
  6. Self-motivated and able to work independently under general direction related to goals.
  7. Excellent organization, prioritization and multi-tasking skills to effectively work in a busy environment.
  8. Working knowledge of human resources and budget policies and procedures.
  9. Demonstrated ability to make independent decisions and exercise sound judgement showing initiative and discretion.
  10. Ability to handle all levels of interpersonal interactions (e.g. highly sensitive, confidential) with both staff and management, in a large diverse department.

Preferred Qualifications 

16. Experience implementing human resources policies and procedures at a higher education institution.

17. Experience within the CSU system.

18. Knowledge of or experience within a Facilities Management department.

19. Knowledge of procurement, hospitality, benefits and payroll processes.

20. Knowledge of basic design and desktop publishing skills and proficiency in the use of graphics software, such as Visio, and Adobe Photoshop.

21. Bachelor degree in Human Resource management, Business Administration or similar field.

Valid driver's license and maintenance of safe driving record required.
